So far as I know, overchan is/was a distributed thing where you could setup a node and be a peer at their network, and some of those peers are decommissioning their nodes. I don't know how many nodes have been removed from overchan or whether the overchan network availability has been compromised in the downsize, I have never been a overchan regular, but there used to be something like 7 different hidden services which hosted overchan.
